Executive Profile
Diane Burch develops enterprise systems that equip executive teams with an accurate, timely view of reality — enabling them to anticipate risks, capitalize on opportunities, and make decisions with confidence.
Burch's experience spans media, manufacturing, hospitality, and federal services. In every position, she has bridged operational execution and boardroom decision-making, delivering results for organizations facing complex transformation and overseeing portfolios worth hundreds of millions in strategic investment.
At Turner Broadcasting, Burch rose through four roles over fifteen years, earning two promotions during major corporate mergers. She architected the financial and governance backbone for one of the world's most recognized media companies, including leading an enterprise PMO with 340+ employees, implementing financial software at scale post–Time Warner merger, and delivering Turner's first enterprise data warehouse. Her initiatives included reducing the Capital Cash Flow process from 27 steps to 7 — incorporated enterprise-wide by Corporate Finance — and building Demand vs. Capacity roadmaps that capture all resource demands across Enterprise Applications, creating consistent portfolio visibility across HR, Finance, Legal, and back-office systems. She also led the Hyperion Software implementation for the Entertainment division — which accounted for approximately 50% of Turner's total revenue — establishing the financial consolidation infrastructure for the division's reporting. Burch also served on the PeopleSoft International Customer Advisory Board, shaping product direction and representing the Southeast US region. Her work consistently enabled enterprise-scale, data-driven decision-making.
At Novelis, the world's largest aluminum rolling company, Burch expanded her global impact as Director of the Global IT PMO. She instituted enterprise-wide controls across 30+ businesses in 11 countries, introduced benchmarking frameworks that provided the data foundation for board-level technology investment decisions, and launched a Quality Assurance Center of Excellence, setting the standard for consistent technology delivery company-wide. These achievements became the blueprint for her Executive Decision™ Framework, driving visibility, governance, and operational discipline to turn strategy into realized results.
At IHG, one of the world's largest hospitality companies, Burch held two successive director roles exemplifying her executive approach: first providing independent oversight, then leading enterprise transformation.
As Director of Integration, Delivery, and Transformation, Burch provided independent oversight for a $350M+ program encompassing more than 200 resources, ensuring executive visibility across planning, governance, technology, and business operations. Her data-driven forecasting projected a several-month delay, enabling timely resource reallocation and safeguarding program objectives. Burch implemented an oversight model that systematically reviewed eight critical areas — four focused on solution direction and four on program discipline — delivering structured, independent visibility into every aspect of the program. She achieved $2M in annual consulting savings, established an enterprise architecture solution landscape, and conducted a go-live readiness audit, delivering actionable remediation findings in preparation for a global enterprise cloud migration.
As Director of Property Management Systems, Burch pioneered IHG's first integrated operations and technology delivery model, leading the global SaaS migration of the franchise estate. She co-developed the financial and commercial transition model for franchisees, executed the Oracle PMS contract negotiation and vendor governance framework, delivered $3M+ in API automation savings, and ensured enterprise-wide GDPR and CCPA compliance for guest data management. She enabled personalized digital guest experiences across the global portfolio by activating enterprise web services and integrating with hotel systems.
At Maximus, as SVP, Burch led PMO, IV&V, and Organizational Change Management across a $600M annual portfolio of federally funded programs administered at the state level — with contracts ranging from $3M to $250M — and IV&V oversight extending across both state and federal engagements. She delivered the independent, objective oversight that governance demands — providing data-driven visibility into portfolio health when stakes and pressures were at their peak.
Today, through her independent consulting practice, Burch brings her expertise to organizations in transformation. As the architect of the Executive Decision™ Framework, she partners with leadership teams seeking candor, actionable insights, and structures that drive execution across the full spectrum of enterprise transformation.

Career Highlights
IHG — Director, Integration, Delivery and Transformation (IDT/IV&V)
Where independent oversight proved that data-driven forecasting — not organizational trust — is the only reliable predictor of program outcomes.
IHG — Director, Property Management Systems
Where commercial model design proved more consequential than technology selection — and where adoption at scale required solving a financial problem, not a change management one.
Novelis — Director, Global IT PMO
Where global portfolio governance required building frameworks that worked without direct authority — governance by principle rather than personality.
Turner Broadcasting — Director, Enterprise Applications/PMO
Where fifteen years of progressive responsibility during two major corporate mergers built the financial, governance, and portfolio infrastructure that became the foundation of everything that followed.
Maximus — SVP, SOA PMO, IV&V & OCM
Where leading PMO, IV&V, and OCM simultaneously — across federal services programs — demonstrated that governance without oversight is theater, and oversight without change leadership is incomplete — all three belong together at the executive level.
